Education Sector and Public Private Action held a discussion with leaders who, throughout the years, have shaped the Elementary and Secondary Education Act of 1965 in order to better understand it's latest incarnation, No Child Left Behind (NCLB). Speakers included Samuel Halperin, Founder and Senior Fellow, American Youth Policy Forum; Jack Jennings, President and CEO, Center on Education Policy and Christopher T. Cross, education consultant and a former assistant secretary with the U.S. Department of Education. The U.S. House of Representatives Early Childhood, Elementary and Secondary Education Subcommittee held a hearing on "After School Programs: How the Bush Administration's Budget Impacts Children and Families." The Bush Administration's current budget proposal cuts after school funding by 26 percent and turns the program into a voucher plan and could result in one million fewer students participating. Several witnesses testified to the fact that the 21st Century Community Learning Centers and their programs have greatly benefited the students, their families and communities.

The American Enterprise Institute and the Mass Insight Education and Research Institute held a conference entitled "Turning Around the Nation's Worst Schools." The conference focused on how to craft and implement a "turn around strategy" for those schools, deemed by the standards of No Child Left Behind (NCLB), as having entered a "restructuring" phase due to five years of failing test scores.
