tip 1:ok just tell the chorus teacher to pick easier songs so its easier for students to learn them ,so that will make them feel good about the song,so they won't be afraid to sing out .
tip2: some people distrack others in the chorus so its hard for them to concentrate on the song for which then they won't sing.Try to get ride of the "distrckers"so all the good people can concentrate more on their performance at the level for they be which.
