This question could have been posted by me as I'm having the same dilemma. The low brass players are the weakest section of my band also. I finally started working one on one with three of them and one tuba player still can't match pitch. He has a desirable tone, but when I play or sing a segment of the music, he can't play it back on the correct pitches. Sometimes he'll start making progress and then, boom, back to square one. One thing I'm going to do is have a percussionist double the tuba line on keyboard bass. That might help.
